Entities unable to locate Form GC-7792-B may contact the Bureau directly — though we note that supply of this form has been unexpectedly high and reprints are being arranged.\u003C/p>\n\u003Ch2>Context\u003C/h2>\n\u003Cp>The Bureau acknowledges that the affected goods have already entered circulation across at least fourteen (14) administrative zones despite never having been formally cleared for trade. We are investigating how a substance with no taxonomic classification, no import permit, and no registered supplier managed to achieve wider distribution in three standard cycles than most approved products achieve in a fiscal quarter.\u003C/p>\n\u003Cp>Preliminary findings suggest the substance possesses what the Bureau's analysts are calling \"aggressive market viability.\" We do not currently have a regulatory framework for this concept.\u003C/p>\n\u003Ch2>Penalties\u003C/h2>\n\u003Cp>Entities found in violation of this moratorium will be subject to standard trade penalties as outlined in the Collective Commerce Code, Section 44, Subsection 12.
