Initial scans classified the substance as industrial solvent. Subsequent analysis has revealed properties that do not align with any existing category in the Collective Substance Index.

The substance produces the following effects upon ingestion by carbon-based organisms:

Temporary impairment of motor coordination

Marked reduction in risk-assessment capability

Spontaneous vocalisation (often melodic, always poorly calibrated)

A persistent desire to consume additional quantities of the substance

These properties do not correspond to any known food, beverage, medicine, toxin, or recreational compound in the Collective's 4.2-billion-year taxonomic record.

The Problem

The Collective Substance Index requires all ingestible compounds to be placed in exactly one of the following categories: NUTRIENT, MEDICINE, TOXIN, or INDUSTRIAL. Substance X-ETH-9 fails to meet the exclusive criteria for any single category and arguably qualifies for all four simultaneously.

Field Cataloguer Vrenn-3's preliminary report describes the substance as "a toxin that the organisms voluntarily consume in social settings, which impairs their judgement while convincing them their judgement has improved." The Bureau finds this description taxonomically unhelpful.

Request

The Bureau of Substance Taxonomy formally requests:

An emergency convening of the Reclassification Tribunal

Temporary suspension of the single-category rule for Substance X-ETH-9

Authorisation to create a new taxonomic category if required

A budget allocation for further field study on the planet of origin

We note, with some urgency, that Field Cataloguer Vrenn-3 has requested an extension of their survey period on the planet's surface and has stopped responding to recall notices.
