PRELIMINARY HAZARD ASSESSMENT

SUBJECT: Planet Earth (Sol-3), Local Designation "Earth"

STATUS: Pre-Contact Evaluation

ASSESSOR: Risk Analyst Venn-Torath, Grade 2

Executive Summary

Earth presents a negligible threat to Galactic Collective operations. The dominant species (Homo sapiens) has not yet achieved faster-than-light travel, demonstrates no measurable psionic capability, and lacks unified planetary governance.

However, several behavioural anomalies were flagged during routine signal intercept analysis that warrant further monitoring.

Key Findings

1. Aggression Index: ELEVATED

Humans engage in organised conflict at a frequency that exceeds the galactic mean by a factor of 4.7. Notably, they also maintain permanent institutions dedicated to preventing conflict, which appear to have no measurable effect. The coexistence of these two behaviours is not well understood.

2. Self-Preservation Instinct: INCONSISTENT

Standard models predict that a species aware of existential threats (asteroid impact, climate destabilisation, nuclear capability) would prioritise mitigation. Humans are aware of all three and have instead prioritised short-form video content. This does not fit any known behavioural framework.

3. Information Processing: ANOMALOUS

Humans have built a global information network capable of providing instant access to the sum of their species' knowledge. They primarily use it to argue with strangers and share images of their meals. Modelling suggests this is not a transitional phase.

4. Toxin Consumption: SEE ATTACHED

Note: attachment removed prior to filing — see supplementary report TXC-7791

This finding was sufficiently unusual to warrant a dedicated supplementary report. In brief: humans voluntarily and enthusiastically consume substances that are toxic to their own biology, and have built significant cultural infrastructure around this practice. No precedent exists in Collective records.

Risk Rating

OVERALL: LOW

Earth is not expected to pose a meaningful challenge to Collective operations within the next 500 standard years.

Recommendation

File under routine monitoring. No further action required.

Assessor's Note: I am aware that the toxin consumption finding is unusual. I have triple-checked the data. I would appreciate if my supervisor would stop asking me to "run it again." The numbers are not going to change.
